Superficially about C1D1. A deep analysis would show it’s about regulations and who lobby’s them.

I have a booth. @Boomtownpharms and I built it. I’m actually upgrading it now to meet all codes. I’m in the middle of nowhere. Safety is important but It’s still not cool for the state to use private businesses to do their dirty work.
I’m building an extraction room and as far as I know, there will be no classified rating/inspection. That being said, it will be small and only using 2.5l of 190 ethanol per run. I have a sealed motor 600 cfm exhaust fan, switches located outside the room. I don’t see how this is a hazardous location even though some would. As a master electrician of 25 years, I have done a number of hazardous location installs and could do it myself, but it really is like having a couple bottles of everclear sitting on the counter. The rules and regulations and fees are already ridiculous.
They are more for butane and other LPG that require a c1d1 space to work in. Any electronics in the workspace should be “intrinsically safe”.
Alcohol and the such don’t require as much, they only need a c1d2, which allows UL listed electronics with outlets 48" high
You might even be able to make the argument, depending on the size of your room, that you don’t even physically have enough ethanol to make an explosive atmosphere even if it all vaporized.
NFPA 1 chapter 38.6.3.2.2. If unheated the exemption limit is 16 oz. 38.6.3.2.1 doesn’t call out classified location but rather proper ventilation for flammable liquids.
