Failed attempts is my guess. Perhaps they were converting on a small scale but then whats the point of smuggling the legal precursors. Japan is about to lose their industry over guys like this. Typically their mo is to bring in the banned substances in luggage.

I’m sure the dispensaries will fight to keep intoxicating hemp illegal in AZ. We have had to test for total THC here since 2018, there’s no THCa loophole.
