I think he’s just commenting on the fact that the law concerns the “source” material only. In practice, law enforcement and the associated laboratories cannot determine the source of these cannabinoids by testing them alone, as they are chemically identical.
His phrasing is shit though. He’s a legal scholar, not a chemist.
