What is the difference between CAT 2 and CAT 3 distillate?

Outside of the California Rec market, the terms are essentially meaningless, and presumably lies. A) it is legal Ca distillate in an illegal location. (Why would the seller claim that? What is the probability it’s true?) Or B) it’s not (and they’re lying and saying it is). Is it pesticide free by Cat 3 specs? Why would you believe that?!?
