America still has a limited government. The Bill of Rights, the Constitution and rule of law are still present. Just because we face challenges to those rights does not negate their existence.
I understand government overreaches are a challenge, because amendments haven’t kept pace with technology advances, but like I said, challenges do not void our limited government status. We don’t live in a monarchy, dictatorship, oligarchy or other authoritarian governments, we in fact have a limited government regardless of your feelings about federal employees. And yes, I agree the founding fathers would not be happy with the modern overreach.
Federal employees account for less then 2% of the workforce and less then 1% of the population. The vast majority work for the DOD, Department of Veterans Affairs and homeland security. 1/6th of federal employees work for the Department of Veterans Affairs. I would argue those are reasonable numbers when accounting for our enormous geographical size and population levels.

Just because the courts fail to prevent overreach in limited situations doesn’t change our status. Challenges do not void our limited government. If we didn’t have a limited government then there wouldn’t have been a court hearing regardless.
