Oregon Vape ban

At 9:30 AM today Governor Brown "issued Executive Order 19-09, directing state agencies to enact a temporary ban on the sale of flavored vaping products, as well as other sources or additives as they are identified in cases of vaping-related lung injury or death…

…In addition to the temporary ban, the executive order calls for state agencies to develop plans within 90 days regarding:

  • Consumer warnings about the dangers of vaping
  • Ingredient disclosure for vaping products
  • Testing of vaping products to determine product safety
  • Improving health care provider reporting of vaping-related lung injuries to OHA
  • Increasing access to FDA-approved cessation services and methods
  • Establishing a statewide prevention and education campaign aimed at discouraging the use of vaping products.

Executive Order 19-09 also convenes a Vaping Public Health Workgroup to advise the Governor and state agencies, examine the evidence about the causes and effects of vaping-related lung injuries, and collect stakeholder feedback and input about the vaping public health crisis. Update:
We have learned some critical new pieces of information as it relates to the implementation of this executive order that we want to share with our members right away:

  • NO CHANGES ARE IN EFFECT FOR CANNABIS BUSINESSES UNTIL THE OLCC PASSES AND ISSUES EMERGENCY RULES RELATING TO VAPE PRODUCTS

  • The OLCC will begin the Emergency Rule-making process immediately, and it is expected that they will issue emergency rules limiting the sale of certain flavored vape products very quickly - possibly as early as next week.

  • If you have an informed, respectful, and constructive opinion about what should and should not be considered a flavoring for vape products, please reach out to the OLCC with your input at marijuana@oregon.gov as soon as possible!

What else has been smoked as regularly for as long as cannabis? Even tobacco hasnt been smoked regularly for as long as cannabis. No one historically has smoked anything for as long or as regularly as cannabis. And it kills cancer. We literally have nothing else as safe as cannabis for smoking and vaping. I would challenge anyone to find anything else as safe. That said, I submit DMT as being pretty safe as well :wink:

The ban is effective October 15, 2019 until April 11, 2020.
How do the temporary rules effect OMMP?
The adopted temporary rules prevent the sale, transfer, and production of flavored vaping products. Beginning on October 15, 2019:

  • A registered medical marijuana dispensary may not sell, offer for sale, or transfer any cannabinoid vaping product containing a flavor, other than cannabis, or a non-marijuana terpene.
  • A registered medical marijuana processing site may not:
    • Make a cannabinoid vapor product that contains a flavor, other than cannabis, or a non-marijuana terpene.
    • Transfer a cannabinoid vapor product that contains a flavor, other than cannabis, or a non-marijuana terpene to a patient or designated caregiver.

A “flavor” is defined as an artificial or naturally-occurring substance that contains a taste or smell, other than the taste or smell of cannabis, that is distinguishable by an ordinary individual either prior to or during the inhalation of the product, including, but not limited to, any taste or smell relating to chocolate, coffee, cocoa, menthol, mint, wintergreen, vanilla, honey, coconut, licorice, nuts, fruit, or any candy, dessert, alcoholic or non-alcoholic beverage, herb, or spice, or any concept flavor. A terpene or terpenoid derived from a source other than marijuana is included in this ban.

The ban on flavored vaping products does not include marijuana derived terpenes added to marijuana vaping products.

Information for OMMP Patients
People who experience symptoms of the illness after using vaping products, such as shortness of breath, cough or chest pain, should immediately seek medical attention.
OMMP patients with concerns about what products to use for their condition should consult their primary care provider. OMMP cannot give advice on what products patients should use.

I expect to see some much bigger terpene processors coming into business. This could potentially be a lingering field for craft hemp. Might need some bigger and better terpene equipment!

Vaping or smoking it won’t kill cancer, ingesting rso with the cannabinoids in their acidic state will though. I believe most, if not all, cannabinoids have anti cancer traits.
