Or you can just buy a UNIDEN BCP Scanner. You will get a lot farther and hear a lot more of whats going on than trying to figure it out with an SDR. SDRs are cool but not if you value your time at all. Also P25 is Trunking not Encryption.
BCDs can listen to 98% of P25 transmissions out of the box. The other 2% is encrypted machine noise. Literally every frequency comes pre-programmed. I don’t see the benefit of an SDR over a BCD Scanner. Why?
Visual representation of the spectrum beyond the very smal 1/10000000th that you currently hear. visually you see SO MUCH more of it rather than nothing at all. Scanning only scans so quick - if you can see 1khz-1mhz and beyond it would be much easier to think ‘oh hey, that fits within the bandplan of where they WOULD be broadcasting if they were TO broadcast’ thusly giving you a huge advantage over having to go “111.11MHZ, NOTHING, 111.0 MHZ…NOTHING” and furthermore with SDRs you’re relying on your computer to do the heavy lifting - not a handheld unit with limited processing power.
But by all means if your safety is worth cheaping out on go for it. I have a Yaesu handheld unit that will scan two sets of input frequencies at once and I wouldn’t even use that to try to hunt anything down unless i’m in the field working and not doing any sort of opsec. Great for when you’re with your hands in the dirt and you know where to look via previously established traffic. It’ll be hard for you to find that shit with a handheld, hear it once you’ve already identified it? Sure, it would work just fine
And you aren’t looking for any sort of frequency that will be reachable out of the box…do a bit of research on how the other side broadcasts and you’ll see you need an encryption key. Thusly P25 ENCRYPTION SOUND such as what I posted. I’m not saying you’re not bringing up good questions but the answers to all of your questions are pretty much already posted.
Once you understand how they encrypt it we can start continuing this conversation but it seems like you have a limited grasp of how this works outside of ‘SCAN AND LISTEN’.
