Any application of policing offensive behavior will be arbitrary. We have plenty of history to show this, look at any other forum that has the same rules.
Creating rules or standards that are subjective will always create abuses of such.
Its literally impossible for it to be otherwise, as offense is purely subjective. What offends one group doesn’t offend another.

So you are left with picking and choosing who you are allowed to offend on the forum, or you just remove all off topic discussion (which i find to be an easy solution to the desire for less content that may hurt someone’s feelings, and generally improve the site)

I think you are deluding yourself that there is no such thing as universally offensive behavior, though it is well documented that sociopaths are unable to decern the boundaries.
I would personally feel like I was back in kindergarten to have to list the things to not do so I was a part of the group as opposed to a outsider looking in.

Personally i find there to be literally a thousand better uses of a persons time than worrying about if others say mean things on the internet, and will immediately question the motives of someone who considers it a problem worth an iota of their time. There are people suffering from real problems, anyone who worries about such nonsense either has ulterior motives (like marketability of the forum perhaps), or is incredibly myopic

Treat others as you’d like to be treated, I try to be nice to everyone because I want to be treated in kind. Sure, I have very mean things to say all the time, but when I don’t have anything nice to say I keep it to myself. if I have to be honest, I’ll do so but I’ll try to be tactful. If you want to be an asshole and call yourself “blunt” and “say it like it is”, by all means keep doing so, just understand you’ll be treated the same, and when you find yourself in arguments and with newfound adversaries you can’t exactly blame the other person for getting offended. You attract what you give off.
There’s people who get enjoyment from teasing and making fun of people for getting mad, which usually only escalates situations. “You just wanna argue to argue, oh you’re getting mad?? How pathetic.” How ad hominem and childish xD
