No need for that. When the water is heated to boiling point the citric acid and CBD start reacting
Just because the molecules doesn’t have the same polarity or phase in room temperature doesn’t mean it can’t react, you just have to give it enough heat.
It might not be as fast or efficient as the mineral acids but the chemicals and glassware for the reaction are available in every home.
