I’m looking to bang together a very simple auction site.
This looks like a not terrible plugin for a reasonable price, and is built on woocommerce, but I’m wondering if anyone here has experience with any similar systems?

Unfortunately, eBay et al are not set up to handle tightly regulated products that can only be sold on a license to license basis.

I could be wrong, but I do not think wordpress allows CBD products to be sold on their platform.

That’s good to know. I was already thinking about self-hosting, but I guess that makes it mandatory.

That’s not true. WordPress is open source and can be hosted anywhere. You will need to find a payment processor and use woocommerce. There are plenty of themes Auction Website Templates | ThemeForest biggest headache / cost is hooking up w you payment processor.
