Is most THCA hemp grown legally under hemp program licenses? Thanks for your input

Cali, Oregon, Oklahoma, Colorado in that order I’d guess all things being equal. It also depends how you are defining it. In terms of legal state programs maybe Oregon. In terms of bunk reject weed being sold as hemp, maybe Cali?

No.
“Thca hemp” if tested properly would not be legal.
Its all just push it till u get caught, then just recall that state and push harder in the other states to “pay” for the reprocusions

Thca hemp isn’t a thing. It’s just a misnomer on words. Nobody grows hemp to harvest the below then allowable THC out of it. It’s all paperwork fraud and just growing usually THC plants.

Mostly correct.
Except very little fraud is required.

Believe? : that THCa doesn’t count, when the rules explicitly state “post decarboxylation”.

Very little fraud? : using a lab comfortable calling 1% or 2% as less than 0.3% THC
