I agree with the others. Too many variables to really manage a scammer tag. I do think a review system/trust score could be an option. Allow users to leave reviews on the main business page – this would still require users to use their discretion on who they do transact with but would reward those doing honorable business.
PC forums have managed with this system for decades. Doesn’t stop scammers, but it makes it harder at least
