Custom Formula Tincture vs Vape Carts

I see a lot of guys here making their own vape carts.

I also see a lot of manufacturers saying how custom formulations is proprietary and is “costly”. They are referring mainly to tinctures but isn’t this essentially the same? Are manufacturers just saying this to make it sound harder than it is, or is there really some obstacles in regards to creating your own blends?

Tinctures have mostly contained alcohol as the base to mix in cannabinoids. Vape pens should only use cannabinoids and terpenes. Some people have used cutting agents like honeycut (vitamin e acetate, I believe), mct, vegetable glycerin or propylene glycol, all are mostly considered bad to inhale.
