For that final sign off you have to submit training certificates from the manufacturer for each employee operating said equipment.

This 100% this. You have to have a certificate. You can get a certificate to have a trainer on site and make certificates but you have to get this from the vendor.
Cannot run a rig without that stuff in a licensed facility in Michigan. Its right in the BFS inspection rules.
