This is why i suggest Pyganic. It is an organic pyretherin (from Chrysanthemum flowers) with out the PBO. PBO will fail testing.
Throw them away and start over. An infestation like that will consume too much time and money and probably reap a lower quality harvest. If indoors get the room hot as possible before replanting. I use a big propane heater until it suffocates it self several times.
Here’s what I used to really disrupt their life cycle, & hopefully removed them for good.
I used an the essential oil blend from Build-a-soil @ 1 oz, AgSi @ 7.5 ml, dr bronners @ 1 oz/ gallon. We dunked & submerged 1000+ plants. The mix was a bit ‘spicy’ & would not use on flowering plants. Plants loved it. We were without aphid afterwards.
Kept spraying with a range of products from M-Pede, Plant Therapy, OG Bio war, etc. to keep at bay. So far so good. I have cuts from all those plants, & not an aphid on them.

Dawn dish soap is all you need. Make a foam of suds in a bucket and apply the foam. It kills aphids immediately. Then wash off the soap. Then watch for the next round of eggs to hatch.
Also, if you have the invasive Chinese lady beetles, the brown ones, coming inside to overwinter, they do a great job on aphids too.
If you use safer soap, do NOT extract the material (unless you are making distillate). It will ruin the taste your extract.
Ran into this a few years back… Took us a bit to figure out why our beautiful live resin tasted like complete shit lol.
Remove infested plants at the first sign of pests. Growing lots of smaller plants is better than growing a few larger plants for this reason. Put a garbage bag over her and put it in the trash. An infestation like that has probably already spread to the other plants. Sometimes it is better to clear the room, sanitize it, and restart. It sucks, but if they aren’t flowering then you really haven’t put too much into them yet. It only takes one aphid to survive and start this all over as aphids are born pregnant.
If these genetics are precious to you then take clones, put them in soapy water for a few hours to drown the aphids, and give them a healthy rinse in cold water.
Proper IPM will greatly improve the success of a crop. Everything from clones to flowering plants need to have beneficials with them whether on the foliage or in the soil.

Everyone will go the nuclear route (avid forbid) here in the emerald triangle and southern oregon and it just creates super bugs that wont die from anything but pyretherin . They hand out pamphlets on how to deal with it to licensed growers even and explain the problem ! If you do not kill all the eggs , larvae , and bugs it will create super bugs . H202 or peroxide is known for killing EVERYTHING on contact instant it works good not anymore because of all these resistant bugs . All my methods when used correctly will not create super bugs and is safe to consume after words . I have gotten clones that have failed testing because of the moms being sprayed with nasty things this happened to my woody heraldson OG kush . Its very common to fail testing cause of clones or moms being sprayed with nasty pesticides . Also you don’t require any PPE besides maybe gloves and glasses
