Late to this one, but the answer changed rather than just being no.
CBN became a designated substance in Japan on 1 June 2026. Manufacture, import, sale, possession and use. The prohibition is written against products containing CBN, and there is no published concentration threshold attached to it, so there isn’t a ppm figure that makes it importable. Sub-1ppm doesn’t help you here.
If anyone reading still has CBN material earmarked for Japan, that’s the thing to know. The residual d9 limits are a separate rule and unchanged, and those still apply to CBD and CBG products by physical form.
