Idk how each tribe operates, but it is your 4th amendment rights that allow you to refuse a search and requires that police have a legitimate reason to stop you. Side note, military bases are the same, even for civilians. I once saw MPs literally wait in ambush outside a bar on base for an mma fight to end, then pull over everyone who left so they could write DUIs.
There was some ruling few years back that basically makes all of eastern Oklahoma have tribal sovereignty or whatever. I know if you have tribal plates the local cops won’t pull you over anymore but don’t think it works the same the other way around
