You seem fixated on a consistency…which doesn’t make a lot of sense. Can you explain?
You can mix maltodextrin with your RSO, or decarbed bho, or cannabinoids in MCT and achieve a similar consistency.
Some refer to that mix as “water soluble”, it’s not, but is does give you a powder you can sprinkle over stuff to make it taste terrible (yeah why?!?)

Certainly lots of folks convinced cannabis cures cancer. Not convinced we have much clinical data to back that up. Haven’t explicitly gone looking for it in quite some time, so it might be available…
