THC is considered insoluble in water. You need an emulsifier.

I use a mixture of sunflower lecithin from lipoid, with my cannabis dissolved in olive oil (50-60% of lipid phase). Blast it with a direct sonicator for a bit and you’ll have a nice emulsion that’s stable for months.
