Sure there’s plenty of small time folks, mom and pops, that validate your perceptions… there is also plenty of folks that managed to find a niche and are moving Farm Bill Compliant 
THCA flower through smoke shops in areas that aren’t Total THC legislatios _ & dont have a thriving Medical or Rec program… 
it’s the perfect loop hole to create a market with hemp.
I’m partial to my THC, but to each their own. I’d rather support them smoking something green and wholesome, then strictly synthesized in a chemical sespool.
